The treatment of waste classified as hazardous as a means of material recovery operations, both in-situ and ex-situ

Scope of Assets

Construction, upgrade, and operation of dedicated facilities for the treatment of hazardous waste as a means for material recovery operations and of controlled disposal aimed at pollution prevention. The activity covers both in-situ and ex-situ material recovery operations of waste classified as hazardous waste in accordance with Annex III of the Basel Convention. This includes the following streams:

a) solvent reclamation or regeneration;

b) regeneration of acids and bases;

c) recycling or reclamation of inorganic materials other than metals or metal compounds;

d) recovery of components used for pollution abatement;

e) recovery of components from catalysts;

f) re-refining of oil lubricants and other industrial waste oils (excluding for use as fuel or incineration).

The activity includes procurement and installation of recovery equipment for treatment of hazardous waste:

- Machinery and equipment for dismantling, sorting, compacting, crushing, lifting, baling and other specialized treatment technologies

- Includes workers personal protective equipment

Technical Screening Criteria

Substantial contribution criteria

The activity complies with all the following criteria:

  1. The activities consist of maximizing the recovery of secondary raw materials (including chemical substances and critical raw materials) from source-segregated hazardous waste.
  2. A documented plan must be in place to describe approaches to be taken to maximize the recovery of secondary raw materials and track implementation measures.
  3. Evidence of clear documentation from the end-users of the recovered materials confirming their use as a substitute for primary raw materials or chemicals is required.
  4. The recovered materials comply with the applicable industry specifications, harmonized standards, as well as relevant applicable national legislation1.
  5. The use of appropriate personal protective equipment (PPE) is ensured for all personnel involved in operations.
Complementary measures and practices

Any of the eligible complementary measures and practices mentioned below can be applied to support transition to circularity:

  1. The measures implemented to prevent and control potential environmental pollution, including dust control, odor management, noise control, water pollution prevention, toxic pollution, litter control and fire prevention.
  2. The measures to upgrade the electrical systems to accommodate the power requirements of the facility and enhance the reliability, safety, efficiency and scalability of electrical infrastructure, reducing the risk of overloads, outages and disruptions to operations.
  3. The following Internet of Things (IoT) based measures are eligible to streamline hazardous waste treatment operations and increase efficiency:
    • Digitized weighing platforms, stations and machines: Provide accurate and reliable weighing of input and treated waste, to enable tracking and inventory.
    • Data Analytics: Advanced analytics can be used to identify trends, optimize resource allocation, and optimize hazardous waste treatment operations
    • Mobile apps to integrate the waste supply chain by linking hazardous waste treatment facility operators to waste producers, waste collectors and potential buyers of secondary raw materials.
  4. Additional capacity building and training programs specifically on the following topics are eligible:
    • Occupational health and safety, and use of personal protective equipment
    • Technical and management training to ensure efficient hazardous waste treatment
Exclusionary and ineligible practices

The activity does not include recovery of materials from batteries, Waste from Electrical and Electronic Equipment (WEEE), End-of-Life Vehicles (ELV), inorganic materials from incineration processes, such as ashes, slags or dust. The activity does not include the treatment and recovery of nuclear waste.
