Preparation for re-use of end-of-life products and product components — Contribution to the transition to a Circular Economy
Description
The activity prepares for re-use products or components of products that have become waste so that they can be re-used without any other pre-processing.
Scope of Assets
Examples of products and their components that are under the scope of this activity is as follows:
- Textiles, wearing apparel, leather and related products
- Wood, wood and cork products, furniture, straw &plaiting materials, clay building materials
- Rubber and plastic products and machinery, porcelain and ceramic products
- Metal and fabricated metal products, cutlery, tools, general hardware, tanks, reservoirs and containers of metal
- Computer, electronic and optical products and recorded media
- Electrical, transport, non-domestic ventilation and cooling equipment
- Lifting and handling equipment, office machinery and equipment, power driven hand tools
- Machinery for food and beverage processing except tobacco
- Machinery for textile, apparel, leather, paper and paperboard production
- Plastic and rubber machinery, air and spacecraft related machinery
- Motor vehicles, trailers, semi-trailers, ships, boats, railways locomotives and rolling stock
- Other manufacturing also is included

Technical Screening Criteria
Substantial contribution criteria
The activity complies with all the following criteria1:
- The activity’s waste feedstock originates from separately collected and transported waste in source segregated or comingled fractions.
- The activity has implemented acceptance, safety and inspection procedures that comply with the following criteria:
- A procedure is in place to check the suitability for preparing for re-use or recycling,
- Proper training is provided and ensures that the re-use operators are qualified for the preparing for re-use
- The discarded end-of-life products not suitable for preparing for re-use (due to damage, degradation or hazardous substances) are sent for recycling or, only where reuse and recycling is not viable, disposed of
- The activity implements a publicly available waste management plan
- The activity uses the tools and equipment suited for the preparation for re-use of discarded end-of-life products.
- The activity has a system to report recovery rate and, where applicable, targets for preparing for re-use or recycling set out by national legislation.
- The output of the activity are products or components of products which are suitable for re-use without any other processing, and the sale of these products are covered by a sales contract where relevant and in accordance with national legislation.
- For the preparation for re-use of Waste from Electrical and Electronic Equipment (WEEE), the economic activity is permitted to treat waste and implements an environmental management system using ISO 14001:2015(170), a Quality management system using ISO 9001:2015(172), and any other applicable national legislation.
Complementary measures and practices
Any of the eligible complementary measures and practices mentioned below can be applied to support transition to circularity:
- The following Internet of Things (IoT) based measures are eligible to preparation for reuse, waste management operations and increase resource use efficiency:
- Data Analytics: Advanced analytics can be used to identify trends, optimize resource allocation, and optimize resource use during operations
- Mobile apps to integrate the waste supply chain and online market place by linking preparation facility operators to buyers and sellers, waste collectors and waste processors/recyclers.
- The measures to upgrade the electrical systems with renewable energy sources and energy efficient systems to accommodate the power requirements of the facility and enhance the reliability, safety, efficiency and scalability of electrical infrastructure, reducing the risk of overloads, outages and disruptions to operations.
- The measures implemented to prevent and control potential environmental pollution, including Dust control, Odor management, Noise control, Water pollution prevention, Litter control and Fire prevention.
- Additional capacity building and training programs specifically on the following topics are eligible:
- Occupational health and safety, and use of personal protective equipment2
- Technical and management training to ensure efficient preparation for reuse
Exclusionary and ineligible practices
The activity does not include repair activities, which are performed during the product’s use stage.
