Depollution and dismantling of end-of-life products — Contribution to the transition to a Circular Economy

Sector: Waste and Water
Description

The dismantling and depolluting of complex end-of-life products, movable assets and their components for materials recovery or preparation for re-use of components.

Scope of Assets

Construction, operation and upgrade of facilities dismantling and depolluting complex end-of-life products such as:

- Automobiles

- Ships

- Electrical and electronic equipment (EEE)

The activity includes procurement and installation of dismantling and depollution equipment:

- Machinery and equipment for removal of liquids, extraction, cutting, hazardous substance handling, tyre depollution, metal and plastic recovery, etc.

- Includes workers personal protective equipment

PSIC/ISIC code

38300 - Materials recovery (ISIC 3830)

42900 - Construction of other civil engineering projects (ISIC 4290)

Technical Screening Criteria

Substantial contribution criteria

The activity complies with all the following criteria:

  1. The activity dismantles and depollutes separately collected waste, including complex end-of-life products, such as automobiles, waste electrical and electronic equipment (WEEE) or ships, in order to:
    • Harvest parts and components that are suited for reuse
    • Separate non-hazardous and hazardous waste fractions suited for material recovery including recovery of critical raw materials
    • Remove hazardous substances, mixtures and components, so that these are contained in an identifiable stream or are an identifiable part of a stream within the treatment process. To support identification, these streams should be:
      1. Separated into clearly labelled suitable containers
      2. Stored in dedicated areas, that have secondary containment and clear signage
    • Send the hazardous substances to facilities permitted for proper treatment including disposal of hazardous waste.
    • Enclose documentation of the materials that are sent for further treatment or reuse
  2. The activity complies with the following international standards, or equivalent national standards1:
    • ISO 9001:2015 Quality Management Systems
    • ISO 14001:2015 Environmental Management Systems
    • ISO 45001:2018 Occupational health and safety management systems – Requirements with guidance for use
  3. For the dismantling and depollution of Waste from Electrical and Electronic Equipment (WEEE) and End-of-Life vehicles (ELVs), waste originates from collection points meeting the applicable requirements set by national legislations2.
  4. The facility is equipped to manage and store safely and in an environmentally sound manner hazardous substances, mixtures and components removed during the depollution operations
  5. The use of appropriate personal protective equipment (PPE) is ensured for all personnel involved in operations.
Complementary measures and practices

Any of the eligible complementary measures and practices mentioned below can be applied to support transition to circularity:

  1. The measures implemented to prevent and control potential environmental pollution, including dust control, odor management, noise control, water pollution prevention, toxic pollution, litter control and fire prevention.
  2. The measures to upgrade the electrical systems to accommodate the power requirements of the facility and enhance the reliability, safety, efficiency and scalability of electrical infrastructure, reducing the risk of overloads, outages and disruptions to operations.
  3. The following Internet of Things (IoT) based measures are eligible to streamline dismantling and depolluting operations and increase efficiency:
    • Digitized weighing platforms, stations and machines: Provide accurate and reliable weighing of input and processed waste, to enable tracking and inventory.
    • Data Analytics: Advanced analytics can be used to identify trends, optimize resource allocation, and optimize dismantling and depollution operations
    • Mobile apps to integrate the waste supply chain by linking dismantling and depollution facility operators to waste producers, waste collectors and potential buyers of secondary raw materials.
  4. Additional capacity building and training programs specifically on the following topics are eligible:
    • Occupational health and safety, and use of personal protective equipment
    • Technical and management training to ensure efficient dismantling and depollution
Exclusionary and ineligible practices

The economic activity does not include:

  • The transportation of Electrical and Electronic Equipment (EEE), covered under ‘Collection and transport of non-hazardous waste and hazardous waste’ activity.
  • The treatment of batteries stemming from separate collection or removed during dismantling and depollution activities
  • The demolition and wrecking of buildings and other structures
Do No Significant Harm (DNSH)
Minimum Social Safeguards (MSS)
