Technical Screening criteria (TSC)

Substantial contribution criteria

1. Prior to the start of demolition or wrecking activities, at least the following aspects are discussed and agreed upon with the client:

a. Selective demolition report where a de-pollution and target ambition level (such as 70% by weight) is set; b. A selective waste management plan that prioritises selective deconstruction, documentation and waste separation of materials; c. Where actions are not prioritised, an explanation is provided to justify the minimum-level decisions;

d. A selective waste management plan to ensure audit-ability of selective collection and segregated storage of materials for reuse or recycling. This ensures harmful material and non-hazardous waste reaches the correct end destinations.

2. An on-site waste management plan that prioritises selective deconstruction, documentation and waste separation of materials. Where there is no regulation to prescribe a percentage, at least 50% (by weight) of the non-hazardous demolition and excavation waste is prepared for reuse or recycling.

3. The activity applies a de-pollution action plan.

4. All demolition waste generated on site complies with applicable regulation or equivalent for proper segregated storage of key waste categories.

Complementary measures and practices

1. The activity applies standard pollution abatement procedures, i.e. dust suppression, noise control, runoff containment, that reduce but do not fully eliminate environmental impacts arising from demolition operations.

2. The activity promotes separate collection and segregated storage areas for key waste streams to provide high quality aggregates or reusable materials.

3. The activity demonstrates adherence to basic health and safety practices for workers, including the use of PPE, safety provisions and hazard prevention protocols.

4. The activity maintains and follows hazard prevention protocols associated with hazardous waste segregation.
